Regular Council Meeting

THAT the minutes of the Adelaide Metcalfe Council held on October 16, 2023 be adopted as printed.

2 THAT Council adjourn its regular meeting in order to sit as the Court of Revision under Section 97 of the Drainage Act, as amended, to consider the Fuller-Harris Drain 2023.

THAT the Drainage Consideration Meeting to review the Engineer's Report for the Kelly Drain 2023 be opened at 7:04 pm 3

THAT the Engineer's Report dated June 20, 2023 for the reconstruction of part of the Kelly Drain be considered and adopted as presented by the Drainage Engineer.

5 THAT the Drainage Consideration meeting to review the Engineer's Report for the Kelly Drain be closed at 7:22 pm.

That the Drainage Consideration Meeting to review the Engineer's Report for the Dortmans-Mullifarry Drive Drain 2023 be opened at 7:22 pm.

THAT the Engineer's Report dated September 5, 2023 for the reconstruction of the Dortmans-Mullifarry Drive Drain be considered and adopted as presented by the Drainage Engineer.

THAT the Drainage Consideration meeting to review the Engineer's Report for the Dortmans-Mullifarry Drain be adjourned at 7:27 pm and Council reconvene into regular session of Council.

THAT Council support the resolution from Township of McKellar regarding the Call for Amendments to the Legislation Act.

THAT Council receive and file Council Correspondence Items CC-1, CC-2, CC-3, CC-5, CC-5, CC-6, and CC-7

THAT Council accept the submission by R. Dobbin Engineering Inc. in the amount of $23,400 to write a report for the construction of a new branch for the Lewis Drain, in accordance with Section 4 of the Drainage Act

THAT Council accept the petition to construct a new municipal drain, submitted by the property owner located at Part of Lot 20 and 21, Concession 1 S.E.R. (geographic Township of Adelaide) under Section 4 of the Drainage Act. FURTHER THAT Council direct staff to procure a Drainage Engineer in accordance with the Township’s Procurement Policy.

THAT the Third Quarter 2023 Building Activity Summary be received for information 10

THAT the Ontario Municipal Partnership Fund 2024 Allocation report be received.

THAT the municipal wage grid, Council remuneration, and the volunteer firefighter compensation program be adjusted by a cost-of- living increase of three percent (3%) for 2024 and receive pre-budget approval.

THAT the 2024 Fees and Charges By-Law be approved. 11

THAT Councillor Brodie be appointed as Chair for Item 10.g "Application for Tile Loan - David and Susan Clarke" on the November 6th, 2023 Council Agenda

THAT the application submitted by David and Susan Clarke for a tile drain loan on Concession 14, North Part of Lot 9 (geographic Township of Metcalfe) and municipally known as 5559 Scotchmere Drive, be approved in accordance with the OMAFRA’s policies for tile drainage for the current year, subject to approval and funding from OMAFRA.

12 THAT Council adjourn to closed session at 8:42 pm pursuant to Section 239(2) of the Municipal Act, 2001, as amended, to discuss the following matter(s); (e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board (Servicing Agreement between Adelaide Metcalfe and Strathroy-Caradoc)

THAT Council direct staff to proceed as discussed in Closed Session.

THAT By-law 56 of 2023 (Fuller-Harris Drain 2023) and By-Law 57 of 2023 (Zoning By-Law Amendment - Pike Road) receive third and final reading

THAT By-Law 60 of 2023 (Kelly Drain 2023) and By-Law 61 of 2023 (Dortmans-Mullifarry Drive Drain 2023) receive first and second reading

THAT By-Law 62 of 2023 (2024 Fees and Charges) and By-Law 63 of 2023 (Confirming November 6, 2023) receive first, second, and third and final reading.

THAT the meeting be adjourned at 10:20 PM.
