Regular Council Meeting

THAT the Agenda for the April 22nd, 2025 Meeting of Council be approved.

THAT the minutes of the Adelaide Metcalfe Council held on April 7th, 2025 be adopted as printed. 2

THAT Council convene as the Committee of Adjustment at 7:01 pm.

That the application for Consent B01-2025, submitted under Section 53 of the Planning Act be GRANTED by the Committee of Adjustment subject to the following conditions: 1. That pursuant to Section 53(41) of the Planning Act all conditions imposed shall be completed to the satisfaction of the Township of Adelaide Metcalfe within a maximum period of two (2) years after the Notice of Decision was issued. 2. That pursuant to Section 53(42) of the Planning Act, the Clerk of the Township of Adelaide Metcalfe shall issue a certificate to the applicant stating that the consent has been given, and the certificate is conclusive evidence that the consent was given and that the provisions of the Planning Act leading to the consent have been complied with. 3. That the applicant shall provide a written submission to the satisfaction of the Clerk of the Township of Adelaide Metcalfe detailing how each condition of consent has been fulfilled, prior to the issuance of the Certificate of Consent. 4. That the Owner’s Solicitor shall provide to the Clerk of the Township of Adelaide Metcalfe, a Transfer in Preparation a minimum of three (3) business days before the expected transfer. 5. That the owner’s Solicitor shall submit an undertaking in a form satisfactory to the Municipality of North Middlesex to register an electronic transfer of title consistent with the Consent decision. 4 6. That all of the owner’s accounts as it pertains to the subject lands, including but not limited to the payment

THAT Council adjourn Committee of Adjustment at 7:11 pm

THAT Council convene into Public Meeting at 7:12 pm.

THAT Council receive the report for information for Zoning By- law Amendment Z4-2025, which proposes to rezone the portion of the subject lands zoned site-specific specific ‘General Agricultural (A-8) Zone’ to a site-specific ‘Surplus Dwelling (SD-10) Zone’ and to rezone the portion of the subject lands zoned site-specific ‘General Agricultural (A-8) Zone’ to ‘Agriculture Only (AO) Zone’ AND FURTHER THAT the associated implementing By-law be APPROVED and read a first, second and third/final time in Open Council.

THAT Items 7.a, 7.b, and 7.c listed under the heading of Consent Agenda for April 22nd, 2025 be adopted as recommended.

THAT the Operating Budget to Actual Report for March 2025 be received for information

THAT Council receive and file correspondence items 8.a through 8.c

THAT Council receive the 1st Quarter Activity Report 2025 and Fire Services Review Update report for information.

THAT Council approve the purchase of a WA270-8 Komatsu Loader through the Canoe Procurement Group at a cost of $279,000 (plus HST) FURTHER THAT the Township Public Works Manager and Legislative Clerk be authorized to execute, on behalf of the Township of Adelaide Metcalfe, all agreements and other documents necessary to implement this award.

12 THAT the 2024 surplus be transferred to the Community Improvement Plan Reserve Fund in the amount of $10,000 be approved; AND THAT the 2024 surplus be transferred to the Winter Maintenance Reserve Fund in the amount of $5,000 be approved; AND THAT the 2024 surplus be transferred to the Lifecycle Management Reserve Fund in the amount of $52,736 be approved; AND FURTHER THAT any remaining portion of the 2024 surplus be allocated to the Lifecycle Management Reserve Fund.

THAT the 2024 Drain Maintenance By-Law be approved.

THAT Council adjourn to closed session at 7:38 pm pursuant to Section 239(2) of the Municipal Act, 2001, as amended, to discuss the following matter(s); 13 (e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board (Servicing Agreement between Adelaide Metcalfe and Strathroy-Caradoc)

THAT Council direct staff to proceed as directed in Closed Session.

THAT By-Law 18 of 2025 (Drain Maintenance), By-Law 19 of 2025 (Zoning By-Law Amendment - 543 Second Street) and By-Law 20 of 2025 (Confirming April 22nd, 2025) receive first, second, and third and final readings.

THAT the meeting be adjourned at 8:38 pm.
