THAT the minutes of the Adelaide Metcalfe Council held on September 18th, 2023 be adopted as printed.

THAT the Drainage Consideration Meeting to review the Engineer's Report for the Fuller-Harris Drain 2023 be opened at 7:02 pm

THAT the Engineer's Report dated September 5, 2023 for the reconstruction of the Fuller-Harris Drain be considered and adopted as presented by the Drainage Engineer.

3 THAT the Drainage Consideration meeting to review the Engineer's Report for the Fuller-Harris Drain 2023 be closed at 7:08 pm.

THAT Council receive the Cost Apportioning Agreement between the Township of Adelaide Metcalfe and the St. Clair Region Conservation Authority ; FURTHER THAT the Cost Apportioning Agreement be forwarded to the October 16th, 2023 Meeting of Council for consideration.

THAT Council Councillor Kingma be appointed to the Township of Warwick Court of Revision for the Parker Drain to be held on Monday, December 11th, at 4:00 pm.

THAT Council receive and file Council Correspondence items CC-1, CC-2, CC-3, and CC-4. 5

THAT Council accept the request to add a new branch on the Patterson-Morgan Drain submitted by the property owners of West Part of Lot 8, Concession 4 (geographic Township of Adelaide) under Section 4 of the Drainage Act. FURTHER THAT Council appoint Spriet Associates to add this petition to the ongoing reconstruction of the Patterson Morgan Drain under Section 78 of the Drainage Act.

THAT Council accept the reconstruction request for the Richardson Earley Drain submitted by the owners of Lots 6 and 7, Concession 2 (geographic Township of Adelaide) and Lots 6 and 7, Concession 3 (geographic Township of Adelaide) under Section 78 of the Drainage Act. FURTHER THAT Council direct staff procure a Drainage Engineer in accordance with the Township’s Procurement Policy

THAT Council direct staff to submit the five Recommendations listed in this report as response to the Hon. Paul Calandra’s request to prioritize the top five recommendations for the Minister’s future consideration. 7

THAT Council receive the Composition of the Middlesex OPP Detachment Board Update staff report for information.

THAT the Treasurer’s Investment Report 2022 be received for information.

THAT the 2024 Budget Survey Results report be received for information.

THAT the Budget 101 Presentation be received for information.

THAT Council approve the purchase of a Tanker Truck with the budget amount of $575,000 to be included in the 2024 municipal budget. 10

THAT the Fire Department Activity Report (Q1-3) be received for information.

11 THAT By-Law 54 of 2023 (Deeming Reserve Block 9, Plan 33M736 as a public highway) and By-Law 55 of 2023 (Confirming October 2nd, 2023) receive first, second, and third and final readings.

THAT the meeting be adjourned at 8:30 PM.
