Regular Council Meeting

THAT the minutes of the Adelaide Metcalfe Council held on September 19, 2022 be adopted as printed.

THAT Council convene into Public Meeting for presentation of the Adelaide Metcalfe Community Improvement Plan at 6:01 pm.

THAT Adelaide Metcalfe Council adopt the attached Adelaide Metcalfe Community Improvement Plan under By-law 49 of 2022.

THAT Council adjourn the Public Meeting at 6:30 pm and convene in regular session of Council.

THAT Council direct staff to send a letter to the Ministry of Agriculture, Food, and Rural Affairs concerning the use of human biosolid fertilizer and its potential adverse affects. FURTHER THAT Council direct staff to schedule a delegation before the Ministry of Agriculture, Food, and Rural Affairs at the Rural Ontario Municipal Association Conference to raise the Township's concerns over the use of human biosolid fertilizer.

THAT Council support the resolution from the Municipality of East Ferris regarding School Bus Safety - Let's Remember Adam.

THAT Council support the resolution from the Municipality of Grey Highlands - Increased Speed Fines.

THAT Council receive and file Council Correspondence item CC-1.

THAT Council appoint Spriet Associates to expand the reconstruction of the Baker Drain on the request received from owner of Concession 12, Lot 12 (Carrigan MacDougall) of the former Metcalfe Township.

THAT Council APPROVE the Human Resource Policy - Electronic Monitoring and the Policy be incorporated into the Corporate Policy Manual.

THAT Council APPROVE the Information Technology Services Policy - Collection and Use of Electronic Monitoring Information and the Policy be incorporated into the Corporate Policy Manual.

THAT the report entitled “Mar for Mayor Program – Community Signage” be received.

THAT the Budget 101 Presentation be received for information.

10 THAT the 2023 Budget Survey Results report be received for information.

THAT the Capital Budget to Actual Report for Q3 2022 be received for information

11 THAT Council receive the Municipal Comprehensive Review - Background Report completed by Findlater & Associates Inc.; FURTHER THAT Council direct staff to initiate the process for a general amendment to the Official Plan to address Items #14 and #15; FURTHER THAT Council direct staff to initiate the full Adelaide Metcalfe Official Plan 5-Year Review process in 2023.

THAT By-Law 49 of 2022 (Adopt Community Improvement Plan) and By- Law 50 of 2022 (Confirming October 3, 2022) receive first, second, third and final reading.

THAT the meeting be adjourned at 7:23 PM. 12
